Abstract:"Translation of (1985) Soviet-era (KGB) document confirming plans for 'Operation Payback', an effort to sow discord between the Ukrainian and Jewish diasporas over the alleged presence of 'Nazi war criminals' in North America--provoking the creation of the Office of Special Investigations (OSI) in the USA and of the Commission of Inquiry on War Criminals (headed by Mr Justice Jules Deschenes), in Canada. The original Ukrainian language text is reprinted, along with an English translation, complemented by a few dozen opinion-editorials written by Lubomyr Luciuk and published in leading Canadian newspapers between 1986 and 2020, dealing with bogus allegations about 'thousands of Nazi war criminals hiding in Canada' as well as underscoring the actual presence of Soviet collaborators and purported war criminals (e.g veterans of SMERSH, NKVD, KGB and Red Partisan units) who were living in Canada, but never subjected to any inquiry or legal proceedings."-- Provided by publisher
