Abstract General Secretaries of the Ministry of Foreign Affairs (1878-1918) The book presents a new perspective, one resting both on unpublished documentary material, almost impossible to manage, and recent trends in reading such sources. It shifts the interest from the classical themes of foreign policy, otherwise important for understanding the decision mechanism for foreign policy — forging alliances, shifting from one system to another —, towards institutional history of Romanian diplomacy in a period marked by profound transformations: from 1878, when Independence was acknowledged, until 1918, the year of the unification of Romania. By focusing on the general secretaries of the Ministry of Foreign Affairs between 1878 and 1918, I sought, across the four chapters constituting this volume, to explore a number of topics. In the first part I present how the central administration of the Ministry of Foreign Affairs was organized, certain issues relating to the institutional dynamics, the personnel, but also the legislative initiatives that changed the structure of the central administration. A second component of the analysis appertains to the legislation concerning the role of the general secretary, then the presentation of their biographical files (birthdate, information on the family and education, entry into the diplomatic career, appointment as and release from the position of general secretary, positions held subsequently, representative published works, date of death), providing a complete list of those who held this position. A note is necessary in this regard.
There were cases when a general secretary was on vacation or tasked with other duties. A provisory chargé was designated in his place. Even though they were not indexed, their brief presence at the helm of the central administration, which ensured the proper organization, continuity and functioning of the institution, has 239
Secretarli generali ai Ministerului Afacerilor Străine (1878-1918) been marked. The chapter concludes with some general remarks regarding the general secretaries. The next section presents several representative case studies. The activity of the general secretaries was analysed both with respect to the coordination of the various ministerial directions, and to the relation with the diplomatic corps accredited to Bucharest. Their conduct in the public sphere, at various events, as well as during tensed moments such as the Oriental crisis of 1875-1878 or the tribulations of WW1, was put under scrutiny. The five case studies were not selected randomly. Destinies such as those of Mihail Mitilineu, Alexandru I. Ghica, George Cretzianu, Constantin G. Nanu, or Nicolae Docan deserve historio graphical assaying. Detailed biographies were necessary for some, in order to understand their presence at the top echelon of the central administration. The last chapter was dedicated to the epistolary literature between a general secretary and a minister of Foreign Affairs or a colleague sent abroad. By the end of the four chapters we can observe that even though the issue of recruiting the general secretary from outside of the diplomatic corps often arose, this was not the case in the period between the Congress of Berlin and the Great Union of the Romanians, when at the head of the central administration of the Ministry of Foreign Affairs there were 18 general secretaries, some of them career diplomats, others alternating the diplomatic career with the administrative or political one.
All had minimal experience in diplomacy before being appointed as general secretaries. From the law of 1862 on the organization of the Ministry of the United Principalities, to the normative act of 1894, the central administration of the Ministry underwent, in its turn, an ample organising process in which the institutional philosophy was rethought. Various laws in the seventh and eight decade of the 19th century shaped its organigram, which nevertheless increased considerably after the law of 1894. The general secretaries foremost acknowledged the importance of the relations with the foreign diplomats accredited to Romania, alongside whom they worked out strenuous situations in bilateral relations; some foreign representatives depicted appropriate portraits, 240
Abstract consistent with the relations they maintained. Most were positive and, in some cases, captured the political affinities of the general secretaries. In tensed situations, such as that of the Oriental Crisis (18751878) or the WW1, even though the Foreign Affairs heads changed, the general secretary was kept in office, endeavouring to offset the consequences of the political games. In point of fact, the first whom I considered, Mihail Mitilineu, also held the longest mandate: nine years, between 1871 and 1880, a diplomat deserving historiographical recovery, with a career in Romanian diplomacy spanning almost four decades. Constantin G. Nanu likewise held the office of general secretary for nine years, though in two different mandates, 1901-1905 and 1913-1918, respectively, before being replaced by an atypical diplomat — particularly for that era —, namely Nicolae Docan. The latter knew very well the workings of the ministry, having spent his entire career in the central administration. And when offered, in the summer of 1920, to lead a diplomatic mission, he refused. In light of his activity, we can state that the general secretaries were rather burdened by administrative problems, relating to the well-functioning of the directions and divisions inside the ministry, to the organization of competitions for admission into diplomatic corps, and less with issues of foreign policy. Perusing the personal files is useful in clarifying as much as possible certain contentions, such as: how much did the formative path and meritocracy weighted in the institutional mechanism
of the Ministry of Foreign Affairs, was the experienced gained at the top of political divisions relevant in being appointed as general secretary, what happened after they no longer held the position of general secretary? For some diplomats, the position in the central administration was a trampoline for being assigned as envoys extraordinary and ministers plenipotentiary of the Old Kingdom. On the other hand, Constantin G. Nanu, having led several missions, returned to the home country as general secretary, not once but twice, which may reflect commendation on part of the ministers of Foreign Affairs. The political factor in designating or replacing a general secretary should not be overlooked; it was prominent in some cases (such as Dimitrie I. Ghica, Alexandru G. Florescu or George Cretzianu), minor or absent in others (Mihail Mitilineu, for instance). Collaboration with the 241
Secretarli generali ai Ministerului Afacerilor Străine (1878-1918) minister of Foreign Affairs was essential, and the frequent changes of government and of the holders of this portfolio often had repercussions on the general secretaries. In many cases, political instability at the level of the institution was mitigated by the perspicacity of the general secretary. The private correspondence allows us to understand how this collaboration took place, particularly during the period when the office of Foreign Affairs was held by Dimitrie A. Sturdza. His openmindedness, beyond the professional priorities and exigencies, was appreciated by Dimitrie I. Ghica and Nicolae Mişu, more so in his capacity as president of the Council of Ministers. Much has been left unsaid, that is for certain. Destinies and situations that today rather seem glimpses of an immemorable past awaits further presentations, implicitly more generous narrations. I hope this book will provide the opportunity for further reflections. 242
