THE NATIONAL SCHOOL: A LOOK AT THE NATIONALISTS' EDUCATION POLICY SUMMARY This book presents an analysis of the education policy implemented in Lithuania by the Nati onalist political regime and its leader, Antanas Smetona, from the overthrow of 17 December 1926 until the country's occupation in 1940. After the state coup of 17 December 1926, a nationalist political movement promoting a nationalist ideology came into power in Lithua nia. As soon as the Nationalists became established in the government, the following demands could be heard in the education sphere: the nationalist education system must function so as to ensure the dominance of the Lithuanian national community. Even though the Nationalists’ education policy did not develop a distinct program, its strategic direction was very clear - the education system had to instil in the young generation the spirit of loyalty for Lithuanian na tionalist ideals. Generalising the Nationalists’ steps in the education sphere, it can be said that two main principles marked the political regime’s education policy. The first demand was that schools would not only educate but purposefully nurture the young generation - i.e., educate a citizen who would become a conscious state-builder basing their actions on the principles of nationalism. The political regime constantly underlined its mission to foster a new citizen loyal to the ideals of Lithuanian nationalism. This citizen would be unconditionally loyal to the political regime. The second principle was the goal to concentrate an education monopoly in the state’s hands -
highlighting its exclusive right to educate its citizens (at least in the sense of determining the content of this kind of education). The interwar national education system was from the very beginning marked by the so-called argument over who was responsible for the child: was the child the state’s property and thus the state had the right to monopolise its education in its hands, or conversely, did the state, represented by the Ministry of Education, only have to provide material conditions in the education sphere for private intiative to be able to be freely expressed. 275
THE NATIONAL SCHOOL: A LOOK AT THE NATIONALISTS EDUCATION EOLICA' The Nationalists declared that the country’s young citizen was the state’s property and it had the exclusive right to educate its citizens so as to make them conscious creators of the na tional state. Thus, as soon as the Ministry of Education was in its hands, their first goal was to monopolise education. Then they declared without any compromises that the education mo nopoly had to be in the state’s hands - only it had the exclusive right to educate its citizens. In addition, they categorically highlighted that schools had to not only educate but also nurture the young generation along strictly defined lines - to foster a nationally-conscious citizen who would grow up to be a builder of the state based on the principles of nationalism. The education reform implemented in the middle of the 1930s reflected these provisions. Placing the monopoly on education in the state’s hands brought the Nationalist government into direct conflict with the Catholic Church. Catholic activists who defended the Church’s rights in the field of education recommended implementing cultural autonomy in the country, which could guarantee the freedom for a confessional school to exist. The Catholic Church maintained that only a confessional school where the Christian spirit would be nurtured could suit Catholic children, and thus demanded that the state had to keep the confessional schools that echoed the Catholic society’s educational ideals. The Christian Democrats, who sought to realise the idea of a confessional school,
defended the right of private initiative in the education sphere, seeking to minimise the state’s role. However, the political regime that was in power at the time did not accept these principles of cultural autonomy - it kept its course towards establishing a monopoly on education and gradually reduced the number of private schools: in 1926 a majority ofhigher schools were private, while a decade later, they made up a minority. The conflict between the government and the Church erupted totally in 1930 when the Ministry of Education decided to ban the activities of the Catholic school students’ organisation “Ateitis” [The Future] (the ateitininkai) in secondary schools. The liquidation of the ateitininkai was not just a matter of course for the government - in this way it sought to concentrate the mo nopoly of educating the youth in the state’s hands. The political regime understood that in order to become the unilateral ruler of the education sphere, it had to concentrate the monopoly on extra-curricular education of the youth in its hands as well, while the ateitininkai, not just as a youth organisation but also as an independent education project beyond the government’s control, proved to be a serious obstacle in realising this goal. Any youth organisation having the same de gree of influence and popularity as the ateitininkai, which represented an alternative to the state’s education project and raised doubts as to its loyalty, would have been targeted by the government. At the same time, the government understood that it would not suffice to simply restrict the
activities of undesirable youth organisations, but that they had to be juxtaposed to the activities of pro-government youth organisations. That is why in 1927 the pro-government youth organisation 276
THE NATIONAL SCHOOL: A LOOK AT THE NATIONALISTS’ EDUCATION POLICY “Jaunoji Lietuva” [Young Lithuania] was founded, in 1930 the scouts came under state control, while an antagonist was found for the Catholic youth organisation “Pavasaris” [Spring] - the Un ion ofYoung Farmers, which fostered the young generation of farmers loyal to the political regime. Up until the loss of independence, the drawn-out conflict between the government and the Catholic Church over school students’ freedom to take part in the activities ofAteitis is testimony of the directed and strengthening governments goal to monopolise education in its hands: from the banning of the ateitininkai to suggestions to establish only one pro-government youth organ isation in schools, which would serve as an instrument for the nationalist indoctrination of stu dents. The political regime constantly stressed that it considered youth education as one ofits most important objectives and that it would not share this sphere of activity with any other body, while the Church was allowed to take care of the religious and moral education of the youth unhindered. Seeking to concentrate a monopoly of education in its hands, the Nationalist government, understandably, did not ignore teachers - especially in such an agrarian country as interwar Lithu ania was, where the teacher’s mission and influence often overstepped the boundaries ofthe school. Primary school teachers, who often lived and worked surrounded by the broadest and least-edu cated layer of the population - the peasantry - had to act not just as childrens
teachers but also as advisers to their parents, local community activists, etc. Society automatically afforded a high social status and potential authority figure role to teachers, which is why they were so attractive to all manner of political and world-view forming movements who desired to exploit teachers’ professional activities and social activism for their own interests, controlling their symbolic capital. After the state coup of 1926, the Nationalist government sought that teachers’ social activism would become exclusively an instrument serving its and pro-government organisations’ interests. In order to control the teachers’ community, the Nationalists established a Lithuanian Teachers Nationalists Union. This union, which had the ambition to represent all the country’s teachers, not only maintained loyalty to the state among all its member teachers, but also mobilised them to construct a form of social support for the political regime and to indoctrinate society. The teacher had to embody the government’s goal to concentrate the monopoly on educat ing the younger generation in the hands of the state. The entrenchment of the state monopoly on education was essentially completed in 1938 with the passing of the new Constitution of Lithuania, which acknowledged the role of religious confessions in the education of the younger generation, as well as the right of private individuals, religious confessions and public organisa tions in establishing educational institutions. However, the state alone was given exclusive rights to direct youth education. With this
constitution, the state legitimised its victory over its main opponent in the sphere of youth education - the Church. 277
