RELIGIOUS PLURALISM AND CONSOLIDATION
OF UKRAINIAN PEOPLE AFTER
1991
Summary
The proposed book studies the phenomenon of religion in the context of its influ¬
ence on political and social processes of modern people and the state in the case
of Ukraine. The main issue and the purpose of the research is to determine wheth¬
er religion still plays an integration role, and if so, to what extent, and whether
a multifaith fact (religious pluralism) influenced the consolidation processes of the
Ukrainian nation after
1991?
An attempt to answer this question was made by the
scientific analysis based on Polish and foreign sources and literature.
The main structure of the publication includes five chapters. The first chapter
studies the correlation of religion and nation in sociological and historical per¬
spective (XIX-XX centuries). Chapter II deals with social and religious circum¬
stances in which modern confessional pluralism has been formed and indicates
the importance of the Ukrainian nation consolidation. Chapter III dwells upon
religious pluralism in institutional terms, i.e. formation, development, and the sta¬
tistics of the main churches and religious organizations, as well as the main prob¬
lems in inter-confessional and inter-church relations. Next attention is focused
on theoretical (legal) and practical aspect of religious pluralism, arising from the
participation of various churches and religious organizations in social and politi¬
cal life of the country. The final part studies the formation of the united Orthodox
Church as a Ukrainian national institution that should have become a specific re¬
ligious base of the Ukrainian integration.
The historical analysis indicates that in Central and Eastern Europe the reli¬
gious factor played greater role in lives of those people who had more monolithic
confessional structure. In this regard Ukrainians, forming as a modern nation in
the nineteenth century, were not a homogeneous group. In addition, they were
parted by state borders of large empires. Despite these circumstances, Christian
churches played an important integration role in the formation of the Ukrainian
nation and its state. However, it was somewhat different in the case of the Greek

Catholic and Orthodox churches, to which the majority of the representatives of
Ukrainian ethnos belonged. The Russian Orthodox Church in the Russian Em¬
pire, as the state church, was rather a tool for assimilation than a factor for deve¬
lopment of the national self-consciousness of the Orthodox non-Russian ethnic
groups. Instead, the Greek Catholic church in Eastern
Galicia
and partly in Trans-
carpathia, being in different political conditions, became an important institution
of the Ukrainian nation formation and contributed to mobilization and consolida¬
tion of the Ukrainian ethnic group from the
XIX,
and in the first decade of the XX
century. Following the Ukrainian National Republic making its leaders in
1919,
supported the foundation of the Ukrainian Autocephalous Orthodox Church in¬
dependent of the Moscow Patriarchate as an important component of the state
formation. Strengthening of the Bolsheviks regime did not contribute to its fur¬
ther development. After
Galicia
and Transcarpathia joined the USSR, the Greek
Catholic Church had no opportunities to widely influence the socio-political life
of the people, considering its official elimination.
In the late
80s
of the last century the religious factor in Ukraine began to in¬
crease. The fight for the legalization of national churches, the Ukrainian Greek
Catholic Church and the Ukrainian Autocephalous Orthodox Church became an
important element of the Ukrainian national renaissance, in particular in the west
of the country. After Ukraine s independence was declared, its political and cul¬
tural elite in the search for a new national idea began to turn to cultural traditions,
national values and historically justified social institutions, uniting Ukrainians.
The need for consolidation of the nation was urgent, taking into account nega¬
tive consequences of the Soviet-era, regional divisions, poly-ethnic structure of
the country (national minorities constituted
22%),
language wars around the
status of the Russian language, etc. Some role in the national idea was given to
the church, as the bearer of cultural heritage, traditional spiritual values, which
in addition had a high authority in society. However, in the new socio-political
conditions, religious pluralism became more profound, that was a challenge for
the young state and nation.
Despite popular opinion, that Ukraine is an Orthodox country, its religious
structure is much more complicated. Christianity is a dominant religion, to which
about
96%
of religious organizations belong. The largest among them is the Or¬
thodox Church. Apart from Christian churches (Orthodox, Catholic and a part
of Protestant), traditional confessions also include Muslim and Jewish communi¬
ties, whose representatives lived for many centuries within the territory of modern
Ukraine. To non-traditional confessions east religions, new religious trends and
movements (foreign and national), and paganism may be referred. Traditional
churches are not too favorably disposed towards the development of non-tradi-

tional trends. There is also a number of problems in the relations between tradi¬
tional confessions. The source of tension in orthodox-catholic relations was the
conflict in Western Ukraine at the turn of the

s,
related to the Renaissance
and rapid development of the Ukrainian Greek Catholic Church by means reduc¬
ing the structure of the Orthodox Church. There were also difficulties within the
largest in Ukraine Orthodox church. Because of the internal split caused by
auto¬
nomie
aspirations, civilization-cultural, ethnic and political differences in the first
years of independence of Ukraine as well as and a number of other reasons, three
separate Orthodox jurisdictions were formed. The largest of them by the number
of religious organizations is the Ukrainian Orthodox Church
-
autonomous unit
since
1990
within the Moscow Patriarchate structure. The second is the Ukrainian
Orthodox Church of the Kyiv Patriarchate that occurred in
1992
as a response to
the desire of complete independence from the Russian Orthodox Church. The last
one is the revived Ukrainian Autocephalous Orthodox Church, registered first in
1990,
and then in
1995.
Problems associated with the division and restitution of
the religious and other property of churches and religious organizations, the na¬
tional character of churches, accusations of proselytism and violation of canonical
territory, struggle for regional zones of influence were the reasons for many inter-
confessional and inter-church conflicts. Despite the disputes, the church institu¬
tion itself remained the subject of high trust.
Legal model of the religious pluralism (theoretical pluralism) in Ukraine is
close to American, where there is no state religion, and all the churches and re¬
ligious organizations are equal before the law and each other. In practical terms,
religious pluralism is reflected in the standard of public support and the percep¬
tion of certain religious groups, various supports for ethical and political value
of the very idea of pluralism. As for the first aspect, public opinion of separate
churches and religious organizations stood on their social activity, in accordance
with its mission in the world and hopes of the society. That is why they competed
with each other in the field of social and charitable activities, religious education
of children and youth, chaplains in the army and criminal institutions, etc., even
though their powers (organizational, financial, material) were not equal. Compe¬
tition, in particular, between the largest Christian churches, also took place due
to their participation in the socio-political life of the state. The Ukrainian Ortho¬
dox Church (Moscow Patriarchate) and Ukrainian Orthodox Church (Kyiv Pa¬
triarchate) were the most politically motivated, a little less
-
the Ukrainian Greek
Catholic Church. Some politicians and various political parties before presidential
elections, elections to the Verkhovna
Rada
of Ukraine and to local councils re¬
peatedly tried to gain support of a specific Church. The politicization of religious
environment began to decrease gradually at the end of the first decade of the
XXI

century. Such situation was caused by the lack of clearly delineated concept of the
state policy regarding the religion and the church, the project of which started
to develop in the mid
90
s. Therefore, in practice, the influence of the particular
churches on social position had personal preferences during regular presidential
elections, and even to greater extent officials at the local level, who usually sup¬
ported the dominant Church in the region. The mentioned factors led to the ten¬
sion in inter-confessional and inter-church relations, and their relations with the
state, that did not favor the consolidation of Ukrainian society. Despite this, the
official state policy recognizes the idea of religious pluralism as indisputable value
of democratic society, which requires support of religious tolerance in the society.
Taking into account the historical role of religion in the history of the Ukrai¬
nian nation and state formation, its mobilized potential in the first phase of inde¬
pendence, when confessional stage was still being formed and there was hope to
overcome partition, the new Ukrainian elite tried to use the increasing authority
of the church. The latter had to promote legitimization of new authority, strength¬
ening of the national consciousness and integration of the Ukrainian people on
the base of joint religious and cultural traditions. Establishment of the united na¬
tional church, independent of external structures, was understood as a part of
strengthening the state independence, and even one of its attributes. The essential
step to implementing this idea, voiced in
1991
by the first President of Ukraine
in the slogan An independent state with an independent church! , was to become
the autocephalous Ukrainian Orthodox Church independent from the Moscow
Patriarchate. It was this church, at first, considered by the Ukrainian authority
as a potential religious integrator, since at that time it was the largest and most
influential one. Paradoxically, but persistent support of the concept by the state
officials became one of the factors of internal split in the church. Thus except for
the problem of the church autocephaly there was one more: that of the church uni¬
ty restoration. The idea of creating a united Ukrainian national church was sup¬
ported by the presidents L. Kravchuk, V. Yushchenko and, with time, L. Kuchma.
Aggravation of the internal Orthodox Church conflict became a serious obstacle
on the way to its implementation. Only a part of the clergy and members of the
UOC (MP) supports this idea. Among other problems, there can be named the au¬
thority regionalization of Ukrainian Orthodox churches, discussions on canonical
order of autocephaly, discords between Moscow and Constantinople patriarchates
concerning the Ukrainian question ambiguous support of the idea on the part
of the Ukrainian society, politicians, defenders of human rights and democracy in
Ukraine and the world.
The performed analysis allows us to state that the integration role of religion
and Church in peoples lives increases when the rest of its national institutions

are poorly developed or not developed at all. That is why in the case of Ukraine
the religious factor was more perceptible in the
XIX,
at the beginning of the XX
century, as well as at the turn of the
80
s
- 90
s
of the last century. Despite the
hopes of some Ukrainian politicians, the public and some churches, in the fol¬
lowing years the integration religious activity decreased while political, economic,
cultural, other national institutions and civil society developed. Even the largest
Orthodox Church, taking into account the lack of progress in internal integration,
institutionally could not become even a supplementary platform for the national
unification. The integration function of the religious factor on the contrary was
greater in the sphere of the idea. The majority of the Ukrainian society, at least
in theory, is identified with the Christian values, which could become the main
reason for spiritual unity of the nation.
