PRIVATE TOWN IN EARLY MODERN ERA
Relations to the Manorial Authorities and Rural Background
on Example of
Svitavy
in the 17 th Century
The present issue, inspired in the approach to the investigated topic
particularly by the theory of central place and basic tenets of struc¬
turalism, has dealt with the relationship of the private town in the
early modern era to the manorial authorities and their officials on the
one hand and to the rural background on the other. For answering
the given questions, we have chosen the town of
Svitavy
as the center
of the
Svitavy
domain, namely in the time horizon of the 17th century.
The introductory sections of the first two basic, chronologically de¬
limited chapters have presented the town or better the domain as
one of elements in the wider structure of the estate of the bishop of
Olomouc.
In the next sections the town has then been postulated to
the position of the center in the narrower structure of the domain,
and we have investigated to what extent its relationships to other
settlement units and manorial authorities were realized in the given
delimitation, and how far the town was defined by them. In these
intentions the presented text has been directed to demographic, ad¬
ministrative, legal and economic questions, which is, however, not to
suggest that the other spheres of town life played a less significant
role in the given period and in the given area.
During the whole period under investigation, the
Svitavy
domain
belonged to the complex of the estate of the bishop of
Olomouc,
and
its size did not undergo any significant changes after the first two
decades of the 17th century. The cardinal
Dietrichstein
established
for its central administration the institution of regent which was
operative until the initial years of the episcopacy of Karl II of Liech-
tenstein-Castelkorn. Eventually, he partly took charge of it into his
own hands and partly delegated it to the episcopal office. The es¬
tate complex was constituted by autonomous domains and patrimo¬
nial units governed by hauptmanns and other officials whose spec¬
trum was extended particularly in the course of the first half of the
17th century. The
Mirov
patrimonial unit, including the
Mirov
and
Svitavy
domain, was administrated from the
Mirov
castle during the
whole period. Especially since the half of the 17th century the mano¬
rial authorities put stress on avoiding the accumulation of functions
in the hands of a single official.

Summary
From the demographic perspective,
Svitavy
was not very touched
by the Thirty Years War. A little decrease in the number of citizens
took place in the aftermath of the war, but these losses were compen¬
sated during the third quarter of the 17th century, and in the next pe¬
riod there was another significant population growth. In the course
of the confrontation with documents of municipal and manorial pro¬
venience, it has turned out that land indices are not a reliable source
for solving these questions. Villages in the
Svitavy
domain suffered
in this respect more, but the local situation was not at all serious in
comparison to that in the
Mirov
domain, and there were even plans
in the years after the war to move people to areas stricken more.
The town council as the main representative of the
Svitavy
town
municipality was probably re-established every year during the first
half of the 17th century; later apparently less often. In the second half
of the 17th century, one could see greater continuity of the power of
their leading representatives recruited from the richest townspeople,
members of
Svitavy
craftsmen s guilds. During the whole 17th cen¬
tury, competencies of the town council were not wholly delimited
either in the relationship to the municipal headman
(Stadtrichter,
Vogt)
or to officials. However, the latter intervened in controversial
as well as uncontroversial matters in the town particularly in the first
decades of this period. During the whole period under investiga¬
tion,
Svitavy
was a seat of capital court whose execution was newly
regulated by the manorial authorities in the half of the 17th century.
Its jurisdiction covered the area of a rural circle concentrated around
the town proper. It coincided approximately with the set of villages
whose headmen insured the transfer of their real estate by means of
records in town books. A similar practice, in which one could see
remains of medieval weichbilds, was current in the rural area around
the market-town
Březová nad Svitavou.
Under the municipal Vogtei,
bought up at the beginning of the 17th century, also belonged a vil¬
lage connected with the town
(Čtyřicet Lánů).
Demesne economy was developed only minimally in the
Svitavy
domain; however, a manorial brewery was founded in the fifties.
As a compensation for the lost profit, it is necessary to view, on the
one hand, compulsory taking of products (wine) or special financial
amounts on the other. The buying of labour rents affected in particu¬
lar villages in the domain, namely after the half of the century. An
important item, also in relation to the town, became an increasing
wage fixed in connection to the local absence of manorial distillery.
However, complains on the increasing burden addressed to repre¬
sentatives of the
Olomouc
episcopacy from
Svitavy
and villages in
the domain, did not develop in this period to a precarious conflict.

The guild system in
Svitavy
was in its foundations finished already
at the beginning of the 17th century, and did not undergo signifi¬
cant changes afterward. In the fifties, however, even in this sphere
we could witness centralization with regard to the whole epistolary
dominion. In
Svitavy,
falling to the category of craftsman towns,
textile crafts were especially represented, and their ambition was to
expand to distant markets. Their production became in the course
of time more connected both with the work of village tenants and
in particular with commercial activities of the manorial authorities.
