SUMMARY
This book represents a first comprehensive publication dealing with
preferential voting in parliamentary elections in Slovakia. This topic
has not been thoroughly examined yet as most of the domestic re¬
searchers have turned their attention mostly to the
interparty
dimen¬
sion of the electoral arena. Based on this, one of the main aims of the
book is to fill this gap and thus support further research activities in
this area.
After
1989
Slovakia adopted a proportional representation electoral
system for the general elections with a fairly low threshold, which was
increased shortly to prevent a larger fragmentation of the parliament.
From the beginning, the system used flexible lists, thus allowing the
voters to intervene also in the intraparty dimension of the competi¬
tion. On the other hand the features of the system were of such nature
that political parties were not challenged as the actor deciding who
will represent the in the parliament.
In
1998
this power imbalance was further pushed in favor of po¬
litical parties as one nationwide constituency was created. This reform
in fact paralyzed the preferential voting as such and for the next two
parliamentary elections the voters lost any opportunity to change the
order on candidate lists. As all

MPs were elected in one constitu¬
ency, the parties started to create only one huge list which led to a great
concentration of preferential votes to the leaders while the candidates
on lower positions suffered from rather low incomes of votes. The
situation changed again before elections
2006
when the conditions
for candidates to get into parliament based on preferential votes were
reduced and voters were again capable to get at least some influence
in the intraparty dimension. Still the setting of the electoral system is
still strongly favoring political parties who still hold the upper hand in
terms of selecting which candidates will become MPs.
The book discusses this matters and it is divided in several main
parts. First it deals with the topic of preferential voting in general, its
most important and influential factors and it also asks about positives
and negatives of this feature. Second the development of electoral

systems used in Slovakia is presented. The time frame starts in the
emergence of the First Czechoslovak Republic in
1918
and follows un¬
til present time. This part shows that it was not until
1990
that Slovaks
could have any experience with preferential voting.
Third part is a thorough analysis of preferential voting since
1994
when first parliamentary elections since creation of Slovakia were held.
The analysis sequentially concentrates on several areas including the
turnout of voters and general trends in casting preferential voting.
Further on it discusses the electoral reforms of the last two decades
and their impact on the outcomes on preferential voting. Using regres¬
sion analysis the main factors of candidates support are presented and
after that a unique examination of their territorial support is done. The
final area suits as a discussion about a possible weakness in the present
electoral system in Slovakia and explains conditions under which the
candidates could raise their chances for being elected. The fourth and
final part is dedicated to possible alternatives in terms of strengthen¬
ing the influence of voters in the intraparty dimension. Altogether four
possible ways how to reform the current electoral system are present¬
ed, including those which step out of the PR systems.
The book contains several interesting findings. Among others it
contradicts the general point of view of gradually growing influence
of Slovak voters in intraparty dimension since elections
2006.
It shows
that the electoral system still strongly favors political parties and the
preferential voting has only very limited potential to significantly af¬
fect the personal composition of the parliament. The book also shows
that although the electoral system uses a nationwide constituency, the
so called friends-and-neighbor effect still takes place in Slovak gen¬
eral election. As such the nationwide profile of Slovak MPs may be
labelled as a pure myth as most of them get their support mainly from
their home areas. Finally the book shows that not all of the electoral
reforms proposed and discussed in domestic politics would lead to
a stronger say of voters in terms of intraparty dimension as some of
their effects would rather act in a different direction.
