People s Poland, together with Afghanistan, the Middle East and certain Latin American countries was perceived as a potential trouble spot and a cause of geopolitical anxiety. Solidarity fascinated, inspired but was also a worry. Undoubtedly, no Western country was prepared to defend the Polish opposition at the expense of their own interests in the general picture of international relations. And it is precisely a reconstruction of the attitudes of capitalist states vis-à-vis the Polish issue which constitutes the chief aim of this book entitled The Troublesome Miss S . Western Political Attitudes towards Solidarity vis-à-vis the relations with the People s Republic of Poland 1980-1989. A comparative analysis takes into consideration primarily the political stances of the key Western countries (France, West Germany, the USA and Great Britain), as well as the strategies of other countries (particularly Italy, the Vatican, and Scandinavia). Substantial space was devoted to the international level - particularly the policy of NATO and of the EEC. The author has also attempted that the issue of Solidarity be discussed against a broad background of the diplomatic (and political) relations between the West and the People s Republic of Poland. In his analysis he tries to reconstruct not only the surface , that is the official diplomatic moves, but also actual conditions implied by those moves. The book consists of six chapters that reflect the chronological evolution of political attitudes of the West towards the Polish reality of the 1980s. Chapter 1 discusses the sometimes surpri¬ singly restrained attitude of the democratic countries to the phenomenon of Solidarity, which functioned legally during 1980-1981. Chapter 2 analyses the responses of the West to the im¬ position (and the continuation) of martial law in Poland. It turns out that the overtly manifested outrage and critique sometimes hid a relief at the fact that there was no Soviet intervention in Poland, which was real source of worry. Chapters 3,4, and 5 focus on the gradual normalization of relations of the individual countries with Poland. By and large, the progress depended on the Gen. Jaruzelski s internal policy vis-à-vis the democratic opposition. At that time, most Western states developed an effective instrument of pressure: the linking of unlocking of credit lines and negotiations of Polish debt (suspended after 13 December 1981) with the democratization of social life in Poland. This financial blackmail proved effective, which is shown in Chapter 6 on the Polish systemic transformation after 1989. This part reflects a significant phenomenon: if earlier on the Western states had been interested in supporting actions of the Polish opposition and undermining the communist power, now they began to apply a different strategy, aimed at maintaining the compromise reached during the Round Table talks. This meant an indirect and partial support for Gen. Jaruzelski s camp. It must be stressed that political decision-makers in all countries, not only in the West - did not want the Polish situation to undermine the relative geopolitical stabilization in Europe and all over the world achieved after 1945. Until the end of 1989 (if not later) it was generally agreed that Poland lay in the Soviet sphere of influence and this influence was not negated (which does not mean that there were no attempts to undermine it). On the other hand, the support of Western societies for 834 Solidarity since August 1980, and the subsequent opposition of public opinion to antidemocratic moves of Gen. Jarazelski, visible in most Western countries (particularly in France, West Germany, Scandinavia, and the USA) compelled the political elites to become critical of the authorities of the People s Republic of Poland and sympathetic for Solidarity - but only to a certain extent and at a certain level - primarily rhetorical-symbolical and financial. Despite these limited gestures aimed at the opposition, for most of the time in question, Solidarity was nevertheless a basic bargaining card in the relations of Western diplomacy with the Polish authorities. ■■-.· ■ ,.-■ ■ Ґ ■/
