Summary
The bureaucratic system of the Polish United Workers
Party in the
Biała Podlaska
Voivodeship
in the years
1975-1990
Looking at the structure of the Polish United Workers Party (PUWP)
from the outside, what one sees is an extremely intricate organisational
apparatus, with numerous elements which create a system of mutual
relations and a typical clerical staff which operates this complicated
system. The way of organising people s activities within its framework,
which enabled the effective carrying out of entrusted tasks, was
bureaucratic management. Bureaucracy in this work is understood as a
set of rules concerning the functioning of the technique and organisation
of administration and all the people who implement them in real life.
The Voivodeship organisation of the PUWP constitutes the eponymous
SYSTEM, which is analysed in terms of the management of structures,
which must follow detailed rules and regulations imposed by superior
authority. However, the people who operate these structures are depicted
as bureaucrats doing what these rules and regulations made them do.
The PUWP was yet another manifestation of Communism in
Poland (after the Communist Workers Party of Poland
/
Communist
Party of Poland of
1918-1938
and the Polish Workers Party
1943-1948).
The Communism constituted an attempt to implement the 19th-century
socio-political
utopia
advocating a complete removal of private ownership,
an institution of a family, social division into classes, religion and state,
which were identified as the reasons of social exploitation and evil. It
was aimed at changing the system by means of revolution, and leading
to the Dictatorship of the proletariat, which meant the totalitarian rules
of the Communist Party
-
the representation of the proletariat (working
class) and its interests. The authors of the Communist ideology were Karl
Heinrich Marx
and
Friedrich Engels,
the founders of The Communist
League
(1847)
and authors of The Communist Manifesto
(1848).
However,
the picture of Communism is perceived mostly through the perspective of
a Utopia implemented in real life, i.e. Marxism in the variant developed
by Vladimir Lenin (Marxism-Leninism), the most extreme form of which
was Stalinism in the period of Joseph Stalin s tyranny. The organisation
leading the proletariat in the fight for power was the Communist Party,

the principles of which were formed by Lenin in the period from the
formation of the Bolshevik movement at the turn of the 20th century to
1917,
when he took power.
The character of the PUWP was a result of the ideological fundamen¬
tals of functioning. All Communist parties, headed by
All-Union
Commu¬
nist Party (Bolsheviks), and then the Communist Party of the Soviet Union,
had the nature of a totalitarian organisation. This assumption reduced the
state governed by the Communists to a class organisation, mandatory,
and political, where the Party constituted the quasi-State formation. The
territory-production principle of the Party entailed, in fact, the omnipres¬
ence of the organisation, the divisions of which were appointed in all
professional environments, places where people worked and lived in the
State ruled by Communists. It is worth mentioning that this structure was
closely connected with the administrational division of the State, which
meant that particular administrative-territory elements corresponded to
the particular elements of the organisation. The character of an organisa¬
tion, on the other hand, was determined by the institutional principle of
the structure, i.e. democratic centralism.
The character of the ruling Party had a bearing on the political sys¬
tem of the state, which also exhibited totalitarian features. Bureaucracy
in
totalitarism
is completely different from the bureaucratic management
(administration) in the classic Weberian model, where the political sys¬
tem in the State implies the superiority of the law. At the same time, due
to the centralised structure, which subjugates lower Party authorities to
higher ones
,
the Party was striving to establish its control over almost
every sphere of human life. Within the entire state territory, it had actual
legislative, executive, and judiciary powers. Its will constituted the law
-
it
was both judge and executioner.
This work is composed of four parts. The first one, {Structure and
People) discusses the organisation of the Voivodeship structure of the
PUWP in the
Biała Podlaska
Voivodeship, starting from the basic Party
organisations, to the first-degree authorities and the Voivodeship Com¬
mittee, ending with barely-definable auxiliary structures, i.e. the district
centres of Party work. What s more, the study details the rules of mem¬
bership in the Communist Party and analyses the two main groups of its
members
-
apparatus and active members.
The aim of the second part, (The Party as a bureaucratic model) is to pres¬
ent the main areas of the bureaucratic functioning of the PUWP, which
determined its activities. This part discusses the phenomenon of Commu¬
nist bureaucracy, staff nomenclature, the flow of information among the
particular elements of a complex structure, incredibly large and elaborate
systems of staff training, and finally the rules of financing the Party s ac-

tivities.
The third part, (The Party as a records-creating entity), presents the riling
system of the organisation of the PUWP in
Biała Podlaska,
together with
the types of documents produced, the methods of editing and authenticat¬
ing of documents, office technology, and the basic characteristics of the
Communist New-Speak in the chancery. All these elements comprised
the records-making process of the Party s chanceries. Also, the process of
archivisation was analysed, and that included the attitude of the PUWP
towards archival law, the specification of classifying and qualifying Party
documentation, the methods of preparing files, and the rules on the func¬
tioning of the Party s archive.
An integral part of the book is an annex, which contains several norms
on Voivodeship and local levels, which bring order to the information on
the functioning of the organisation of the PUWP. They do not only explain
the activity of the bureaucratic system being discussed, but they also con¬
stitute the first edition of these reference materials, which, by their dis¬
semination, might in the long run bring order to our knowledge on the
particular instances of the Party, explain issues in this field which have not
been settled so far, and supplement the picture of the Communist Party in
the
Biała Podlaska
Voivodeship.
