The monograph is devoted to the complex study of the process of forming
German colonial politics in the 40-s
-
70-s of the
XIX
century. For the first time
ever the research has been undertaken upon the modern theory of post-colonial
studies.
The work is based on modern scientific principles and problem research
methods, generalization of opinions of foreign and Ukrainian historians and use of
wide evidential ground. It has been made up of German parliament and foreign
policy documents, materials of periodicals and newspapers of the researched
period, scientific and publicist works of German scientists, diplomatic officials and
colonial actors of the second half of the
XIX
century. Memoirs, recollections,
personal papers, political correspondence of representatives of German political
elite, business, financial and political publics as well as colonial enthusiasts are
also considered an important historical source.
During the scientific research there have been defined the content,
peculiarities and stages of development of colonial problematics in Germany
within specific chronological limits. It has been demonstrated that the process of
forming of German colonial politics passed several stages in its development
during the researched period:
1.
Scientific-economic (1840-s);
2.
General scientific (50-s
-
60-s of
XIX);
3.
Propagandist
(1871 - 1884);
4.
Practical
(1884 -1890).
In this context the role of German scientists (economists, historians,
geographers, orientalists) in substantiating the opportunities, conditions and
necessities of German transoceanic colonial politics has been explored. There have
been deduced basic interrelations between colonial activity of Germans overseas
and activation of colonial propaganda in Germany just before its first colonial
occupations in Africa and Oceania. In
1879
the book Does Germany Need
Colonies? by the missionary
Friedrich
Fabri
exerted the decisive influence on the
explosion of colonial-propagandist movements. The following five years became
the period of sizable rise of interest to colonial problematics in German society.
There has been asserted decisive influence of German economical, political
and power elite on transition of colonial issues from theoretical field to the sphere
of real colonial politics of German Empire. It has been scientifically proved that
during
1871 - 1884
the influential representatives of German elite changed their
paradigm from negative attitude to colonial projects to active support and
propaganda of colonial politics. Firs of all it was subject to the Reichschancellor
Otto von
Bismarck and his minions

influential financiers and entrepreneurs W.

von Kardorf,
H.
Bleichroeder and A.
Hanseman.
They saw successful colonial
politics as the method to strengthen foreign policy positions of Kaiser Germany as
well as stabilize domestic policy situation.
It has been stated that final completion of forming the background for
German colonial politics and transition of colonial issues from theoretical field to
the sphere of real state activity overseas took place in
1884 - 1890.
Under the
auspices of the government and personally the Reichschancellor
Otto von
Bismarck Germany officially occupied its first colonies in Africa (South Africa,
Togo, Cameroon, East Africa) and Oceania (Samoa island etc.). On this ground
German colonial empire was established and subsequently the process of forming
the ideology of German colonialism was finished. Later on its genesis came along
with the ideas of world politics . It has been proved that in such a way various
colonial ideas, projects and programs influenced on forming Kaiser Germany s
foreign policy concepts and doctrines and assisted Germany s joining in the
campaign of colonial division of the world and gaming the place in the sun .
