Educational Strategy
in the Polish People s Republic
Abstract
Education of the youth was taking place in the context of political developments,
and school was the best, most reliable and most easily controllable institution where
the ideas of successive Polish governments could have been tested and implemented.
For each governmental team it was a matter of honour to interfere in the present
teaching contents, to change textbooks, to determine new purposes of schoolwork
or even to reform educational system. The consecutive elements of the educational
strategy were: control of teachers professional status, use of mass media, celebrations
of historical anniversaries and national holidays, control over graduation balls and
youth entertainment events, fight against alcoholism, initiating of cooperative mo¬
vement.
An educational strategy
-
as understood by us
-
means the measures to intro¬
duce desirable values and to force educational ideals. It includes also the diagnoses
of young generation and visions of desirable society. Whereas the strategist, the
author of successive ideas remains invisible and anonymous. The work as a whole
was controlled and managed by a collective subject
-
the Central Committee of the
Polish United Workers Party
(PZPR).
First secretaries were eager to speak out on
the matter of education, to invite teachers and pose for photographs with school
delegations, especially on the Teachers Day. Minister of Education was a well-known
figure who delivered speeches on the first day of a new school year. The speech was
broadcasted by radio and obligatorily listened to by students gathered in gyms or
playing fields to listen to the speech on loudspeakers. Ministers were changing
frequently and they were living their post without regrets; in speeches catchphrases
mixed with expressions imposed by the current country circumstances.
For tens of years the state, the Party s centre had an absolute control over
education in Poland. Although the guidelines and circulars mentioned freedom,
individuality, creative attitudes and the rights of individuals, they did not determine
actual purposes of education. Such principles as the formation of community spirit
with the USSR and socialist block, understanding of the superiority of the new
system over capitalism or approval of the superior position of the
PZPR
were re¬
peated to the point of nausea. Educational ideologues moved in the circle of hypo¬
crisy and ceremonials inherent in the system of so-called real or actually existing

socialism.
However, the composition of appearances was not stable, the educational
strategy was subject to modernisation. With the passing of time the government
was assisted by an increasingly large group of people, especially teaching methodo-
logists, educationalists and sociologists. Special institutes and research centres were
being established.
An immanent goal was to prepare Polish society to work, initially within the
programme of polytechnization, trips to the country, labour corps, work trainings,
and finally an abstract and popular economic education. A system of vocational
education was being developed gradually and with a flourish.

subject is presented in chronological order; the period between
1952
and
1989
is discussed within the successive decades of the People s Republic; due to the
year of
1956
the first one is divided into two parts. Through her introduction the
authoress set the analysis of the decades in context, presenting the statistical data
revealing how big a part of the society at that time were students. We are also given
information about lack of educators, indigence of teachers profession, lack of school
buildings and teaching aids. These were the factors making the history of Polish
education.
The heyday of the development of education strategy fell in the
1970s,
when it
was given a theoretical casing and in practice became similar to the Soviet system
due to the introduction of ten-year elementary school. Such an system, however,
turned out to be unfeasible owing to the economic slump of the state. A revolt of
the captive society, oppositional atmosphere among school students forced the au¬
thorities to acknowledge the failure of the educational strategy.
Yet, after a temporary collapse, the well-known motifs came back, and a defeat
was presented in the categories of insufficiently eager implementation of right
theories. What was more, the educational strategy solidified and gathered new
strength after the martial law in Poland. The old catchphrases were not abandoned,
but only modernised. They were enriched with the motifs of equal rights for women
and preparation for family life. Nobody wanted to resign from socialist ideology.
The whole system was more advanced and not threatened with such risks as, for
»stance, demands to declassify teaching contents for humanities. Still the authori¬
ties aimed at moulding such a society that would be hard-working, simple, obedient,
Iw-abiding and passive.
