For several years Poland has been housing foreigners who apply
for international protection here, allowing for gaining the status of
a refugee. Yet, till now the refugees did not become, unlike as in the
countries of West Europe, the problem of political importance, neither
a serious social problem (in recent years six to seven thousand persons
applied for the status of a refugee in Poland each year, out of whom
only a small part, mostly about
10%
got a positive decision). Out of the
general population of foreigners and immigrants staying in our country
they form a specific community for its social and cultural character.
It was shaped by traumatic experiences, of themselves or of their
relatives, resulting from persecution or military actions which made
them leave their country of origin (or residence). These causes often
coexist with more prosaic motivations such as attempts to increase
their life chances (own or their families), or conflicts in their own
social environment, natural willingness to explore the world, chances
to get education and similar. The community of refugees remains
differentiated as to sex, age, race, religion, ethnic identity, nationality
and the country of origin, which manifests in cultural differences,
often visible in everyday practice. It is accompanied by instability of
its composition caused by uncertainty as to the decision on the status
of a refugee and sensitiveness to outer (international) factors.
The importance of social analyses on the situation of refugees
and persons waiting to gain the status, results both from ethical
democratic traditions and international obligations in this sphere.
The research on refugees in Poland and making it a defined branch
of study, took place after
1989,
following the opening of Polish borders
and the change of migration situation in the country. The research
on this problem is not a new activity in Polish legal, sociological or

anthropological literature. It is the part of broader interest in various
migration movements in our country.
Yet, earlier social research on this topic was relatively limited
and focused mainly on chosen (single) centers for foreigners or
groups of a given nationality. While explaining their attitudes and
behavior, researchers mostly referred to declared causes of their
becoming refugees and their national (cultural) origin. Thus, they
lost both an important sociological aspect of the whole community
(such as education level, social situation, life aspirations, age and sex
structure) and cultural context. They lacked information allowing for
the evaluation of prospects for their adaptation to Polish conditions as
well as to work out state integration programs in this sphere.
The literature lacks complex, sociological and anthropological
works, presenting both the very phenomenon of the refugee status and
attempts to offer a deeper analysis of the refugee situation in Poland.
There are no works which try not even to answer the question who the
refugees are in a legal sense, as who the refugees coming to Poland
are, why they come to Poland and what their plans for future are.
Who are the persons living in centers for foreigners in Poland, what
conditions these centers offer and how foreigners feel in the Polish
environment?
This book is aimed to give answers to the mentioned questions. Its
authors tried to exceed earlier ways of describing the problems of
refugees and to view, with their eyes , the reality thy live in. Thus
they were interested how they answer the following questions: why did
they leave their countries of origin and choose Poland, how they judge
refugee procedures, their stay in refugee centers, how they adapt to
Polish conditions and what are their strategies towards integrating in
our society. On this background the authors tried to discuss more basic
problems referring to the very understanding the term refugee ,
to problems of their protection and the barriers of anthropological
research in this environment. They aimed at penetrating the tacit
knowledge of refugees, deeply experienced by them, yet mostly not
verbalized nor described.
The book has a practical aim as well, resulting from the conviction
that the results included in the book may serve to improve the quality
of integration programs realized in our country by state administration
and non-governmental organizations. It is assumed that it may become
a sort of manual for persons who are dealing with the problems of
refugees (these who work in offices responsible for solving their
problems, in assistance organizations, all who engage in integration
or education programs for refugees and so on).

The book is constructed as follows. The first chapter has an
introductory character. It presents assumptions and methods of the
research. The second chapter gives a short history of protecting
refugees and describes specific features of an anthropological
research on the topic. In the third chapter the authors defined legal and
institutional aspects of shaping the policy towards refugees in Poland
after
1989.
The fourth chapter is focused on reasons of the refugees
inflow and the choice of Poland as the destination country. The content
of the fifth chapter is the analysis of administrative procedures of
granting the status. The sixth chapter describes the refugee centers
and main adaptation problems of persons living there and the seventh
presents everyday life in the centers. Chapter eighth deals with
problem of becoming a refugee (entering the role of a refugee) and
with sex differences of this aspect (a gender perspective). Chapter
nine discusses the problems of integrating the refugees in the Polish
society (of persons who gained the status and were obliged to leave
the center) and chapter ten presents how the refugees are perceived
by society (attitudes of Polish society towards refugees, including
persons directly engaged in the refugees problems

staff of state
administration, refugee centers, persons working in non-governmental
organizations). Chapter eleven analyses how the picture of a refugee
is being shaped in periodicals (the discourse in media) and in public
opinion polls of this problem. The work ends with a short resume,
in which the authors try to answer a provocative question: what do
we need refugees in Poland for? They also discuss methodological
problems and perspectives of the research on refugees.
The book is an attempt to synthesize different ways of viewing
refugees. It is based on differentiated sources and research methods.
The authors refer both to the results of quantitative research
(surveys made among the very refugees and in local communities
where the centers are situated) as well as qualitative methods
(focus group interviews, it is focuses made among the refugees and
the representatives of state administration and members of non¬
governmental organizations). Other methods were: participative
observation, shadow techniques, free interviews etc.). In their work
the authors analyzed documents (official reports and legal regulations)
and photos treated as one of the methods of anthropological research
(pictures were taken with the consent of the researched).
