The Roman Catholic Church and the Tsarist authorities in the Polish Kingdom on
the term of the 19th century
The turn of the 19 th century on the Polish annexed territories is especially
interesting for a historian. At that time it was the general revival of political,
social and cultural life. The key problems of Polish Catholicism emerged in
the relations between the Roman Catholic Church and the Tsarist authorities.
They are discussed in the study thoroughly. The author does not limit him¬
self to the Tsarist repressions and injustice experienced by Catholics, what
was dominant in the traditional church historiography. The study is based on
expansive and varied sources. The author conducted a dozen or so queries at
the church, state, domestic and foreign archives. The holdings of the State
Archive of the Russian Federation in Moscow, the Russian State Historical
Archive in St. Petersburg and the Vatican Secret Archives provided the most
source documentation. The reports by gendarmerie, governors, educational
authorities (concerning the seminaries), Russian representatives in the Vatican,
special police reports for the Tsar and also the correspondence concerning
the appointments of bishoprics have proved to be particularly valuable. At
the Vatican Secret Archives the following
fonds
have proved to be very use¬
ful:
Congregazione degli Affari Ecclestiastici Straordinari, Congregazione
Concistoriale
and
Segreteria di Stato. In
these
fonds
there are materials concern¬
ing the relations between the Holy See and Russia and also the confidential
correspondence of Polish bishops with Rome. Moreover, the author used
printed sources, first of all diaries, memoirs and the press.
The study consists of six chapters. They follow a problematical arrange¬
ment, the issues in individual chapters and subsections are discussed chro¬
nologically. The first chapter (The outline of the relationship of the Church
and the state in the years
1814-1914)
introduces to analyses conducted in succes¬
sive parts of the study. The chapter describes in outline the relationship of the
Church and the state in the 19th century. The second chapter (Among Catholi¬
cism, the occupant and the national question) presents the Polish Church and its
ties with the national question, in which the conflict between the universal
Christian values and the national matter is demonstrated. The author avoids
too simple and one-sided generalizations that have occurred quite often in
the literature so far. The source documentation made it possible to ascertain

the strong relationship between Catholicism and the nation and at the same
time to show that the universal Church mission was not always in accor¬
dance with its vocation in the condition of national captivity.
The next three chapters present social problems, the material situa¬
tion of the clergy, mutual relations among the clergy (In the circle of human
matters), the problems connected with the seminaries (The Seminaries
-
„the
nests of Polish intrigue ) and the appointments of bishoprics (Around the per¬
sonnel matters). The Russian authorities were keenly interested in these basic
spheres of church life. The social activity of the Church revitalized at the turn
of the 19th century. Accordingly, the problem emerged: Should the priests
social activity have been dependent on the church hierarchy or should it have
resulted from the principles of democracy making it possible to undertake
the grass-roots initiatives? These two tendencies were noticeable on the terri¬
tory of the Polish Kingdom. The policy of the Russian authorities towards the
seminaries, as the author shows, aimed for taking control of the clergy edu¬
cation and it led to the escalation of the conflicts with the Church. The con¬
trol of the seminaries was finally blocked because of strong resistance of the
church authorities. Thanks to the use of the Russian and Vatican sources the
analysis of the problems connected with the appointments of bishoprics leads
the author to verification of the statements that exist in the literature: bish¬
ops nominations were fully dependent on the decisions of the Tsarist au¬
thorities. The analysis of the sources shows that the nominations were the
result, after the previous negotiations, of compromise between the Tsarist
government and the Catholic Church (the Holy See and the Polish episco¬
pate). The last chapter (In the face of the war) shows the social-political moods
in the church environments from the beginning of the war to the withdrawal
of Russians from the territory of the Polish Kingdom in August
1915.
