This paper was finished during a stay at the Institute for Broadcasting Economics, Co¬
logne, Germany, in August 2003. A former draft of the paper was submitted to a Con¬
ference scheduled to take place in May 2003 in Bellagio, Italy, which was cancelled
because of the SARS epidemic. I thank Professor Colin Sparks, the organizer of the
Bellagio Conference, whose initiative has resulted in this paper, Xu, Peixi and Lin,
Zhouying, two of my students, who helped me to prepare the English version of this
paper, and the DAAD, which supported my visit at the Institute for Broadcasting Eco¬
nomics in the context of a joint research project with the Beijing Broadcasting Institute.
