SUMMARY This work seeks to answer the question of how political parties in the Czech Republic exercise political control over ministerial bureaucracy. We employed two innovative approaches. Firstly, we examined the career profiles of individuals holding the highest bureaucratic positions in ministries. Our analysis shows that the introduction of a civil service law led to a demonstrable change in the career profiles of senior civil servants. There was a significant decrease in the occurrence of senior officials with previous ties to the ruling political party, while the number and proportion of deputies with established careers in the public sector and state administration significantly increased. Secondly, we focused on the extent of bureaucratic turnover at the highest levels of ministerial state administration in connection with changes in government. Looking at top bureaucratic positions, we monitored whether there was a decrease in the continuity of senior state officials in post after a new government took office. We found that there was a relationship between a change in government and a decrease in bureaucratic continuity, which we interpret as evidence for the politicisation of ministerial bureaucracy. We also addressed two other phenomena that significantly influence the context of the politicisation of state bureaucracy. 135
The first is the development and regulation of the civil service, which is a key institution in terms of the possibilities of politici sation. We show that the framework regulating the civil service in the Czech Republic has evolved over a very long period and has undergone many significant changes. Frequent changes in the rules of the game do not contribute to institutional stability and represent a significant obstacle to the strong institutionalisation of professional civil service. A related factor is the attitudes and preferences of political parties, especially those that have a real chance of governing. Insufficient agreement on the rules of the “bureaucratic game” partly stems from the differing ideological orientations of the main political parties (ODS, ANO and, in the past, ČSSD), but it is also a consequence of historical circumstances under which political parties emerged and mobilised their voter base. We show that differences between older and newer political parties also play a role. The Czech Republic shares with other countries in Central and Eastern Europe the historical legacy of a former communist regime, which displayed two main characteristics in relation to the civil service: the absence of specialised civil service laws (and a reliance on ordinary labour laws) and the absence of central structures with the authority to coordinate the civil service. Over time, and to a large extent due to external pressure (European Union), the first part of the communist legacy is now a matter of the past. However, the second has not been eliminated and remains one
of the obstacles to the development of a professional civil service. Weaknesses are also evident in other aspects of good gov ernance, such as the relatively weak ability of central government administration to develop highly specialised and evidence-based conceptual solutions. 136
