Across Europe, people are deeply concerned about the state of democracy. The Rise and Fall of the People s Parties shifts the attention away from populist politicians that capture headlines to the decline of the centre-left and centre right people s parties that buttressed the democratic order, but which are now everywhere in steep decline. By offering a long-term and transnational perspective on the twentieth-century history of democracy in Western Europe, The Rise and Fall of the People s Parties shows that we can only answer the question why the decline of the people s parties causes the current crisis of democracy if we first answer another question: why were the people s parties so crucial for the stabilization of democracy over the course of the twentieth century in the first place? In order to answer that question, The Rise and Fall of the People s Parties explores the striking parallels between the life of democracy and that of the people s parties since 1918. It traces how the failure to make people s parties was essential to the failure of democracy in the 1920s and 1930s and how the ideal of the people s party then emerged slowly out of the traumatic learning experience that marked the deeply troubled first half of the twentieth century, when it often existed more in the heads and hearts of pioneering politicians who wanted to draw their countries back from the brink of political polarization than in real life. This idea made a broader break-through in practice after 1945, first with Christian democrats, and then, more reluctantly, with Socialists and Caullists.
The people s party was vital for the unexpected renaissance of democracy after the Second World War and was devised to prevent a repetition of the past and make democracy stable and governable. These purposes were largely achieved, but paradoxically became such overriding concerns that they ultimately alienated parties from the people they were supposed to represent. This is the theme of the final part of the book, which tells how the people s party was increasingly unable to represent increasingly volatile societies and became mostly concerned with governing what seemed, to them, unruly societies and an overworked state from the late 1970s onwards. The struggle to re-imagine democracy outside of or, indeed, after the people s party has led to the dire situation in which Europeans find themselves today.
