Brazil is an important yet puzzling country, and one with tremendous potential. A nation
of 200 million people, it has vast natural resource reserves, rich cultural traditions, and
social welfare policies that are models for much of the world. In the course of the last two
decades, programs such as Bolsa Familia—which provides a guaranteed income to poor
families—have spurred a significant reduction in poverty. And after decades of author-
itarian rule, Brazil became a relatively stable democracy. Yet Brazil is still startlingly
unequal, and it is beset by staggeringly high crime rates. Furthermore, its government
is still plagued by endemic political corruption. Allegations of financial misdeeds during
Dilma Rousseff s tenure as president merely constitute the most recent chapter in the saga.
The International Olympic Committee s choice of Rio as the site of the summer 2016 games
and Rio s role as the host of the 2014 World Cup are emblematic of both Brazil’s progress
as a major economy and its continued challenges. While the choice of Rio for these events
points to Brazil’s expanding presence on the world stage, national enthusiasm was marred
by construction problems, ballooning budgets, and—most recently—an uncontainable
outbreak of the Zika virus.
