This publication has two main parts, namely an essay and an edition of
four planning studies for biological, chemical, technical, and mathematical
and physical sciences from
I960,
which have survived in an archive

Our main goal was to publish an edition of this unique
source material in
extenso.
It is mainly the content of the material that
Ís
of importance, but its form and wording are also interesting.
The aim of the collectively-authored study Documents Jibout the
Oevehpment of Sciences in Chechoslovakia in
1960
and Their Historical Context
(authored by Doubravka
Olšáková,
Helena
Durnová, Tomáš
Hermann,
Miloš Hořejš,
and
Alena Misková)
is to place the re-edited documents
in a broader context of science planning (previous attempts, project
preparation, final documents) while providing an outline of the situation
which at the time prevailed in particular scientific fields. The study includes
a general introduction which describes changes in science planning and
management in Czechoslovakia from the
1940s
to the
1960s
(Part I),
a section which analyses and describes the preparation of each of the
newly-issued documents separately for each area of science (Part II),
and a final evaluation and summary (Part III and IV).
The first part of the essay thus presents a broader post-war context
which involved the establishment of central institutes of science in
Czechoslovakia and the introduction of central management of science

linked with this approach. This is followed by a description of the actual
situation in which planning started to take hold, that is, the economic
context of Czechoslovak science and industry, which at that time
started to lag behind 'Western' science, but also the political context of
de-Stalinisation during the second half of the
1950s.
The content
of the documents is analysed separately for each area of science as well
as the main desiderata of the plans as they were put forward. In the
conclusion, the authors consider various possible reasons for the failure
of this ambitious plan, alongside the impact it had on changes in science
planning in later decades.
The newly-edited documents survive in the National Archive in the
collection of Vaclav
Kopecký.
The material includes four independent
studies dealing with biological, chemical, technical, and mathematical
and physical sciences. In March
1960,
these documents were presented
as non-public (that is,
s triedy
confidential) material for discussion to
the Ideological Department of the Central Committee of the Communist
Party of Czechoslovakia. They included an evaluation of the existing
situation and an outline of the main tasks of the natural and technical
sciences in. Czechoslovakia for the next fifteen to twenty years. The
documents were created in a broader context of re-evaluation of economic
development in the countries of the Council for Mutual Economic
Assistance (Comecon), initiated from Moscow during the second half
of the
1950s
and culminating in
1959—1962.
In Czechoslovakia, this
discussion and planning of the development of individual sciences came
after an evaluation of the impact of the law on the development of
science, which was adopted in
1955—1956,
and it coincided with a period
of discussion about the first stage of the building of socialism, allegedly
completed in
1960.
The documents were prepared by Czechoslovak
institutions and leading scientists, experts, and managers from various
fields of science but also by Party officials who represented the interests
of politics and ideology As late as
1955,
a strict hierarchy was still
observed whereby the leading position in science was occupied by the
Czechoslovak Academy of Sciences and its representatives. During
the discussions of plans in
1959—1960,
one can, however, already detect
a change in rhetoric since
1955,
because the complexity of the plans
demanded a much greater level of coordination and collaboration with
other state institutions. The materials were discussed in detail by Party
officials and representatives of the Central Committee of the Communist
Party of Czechoslovakia, The documents do not explicitly state the

extent of contributions from individual persons but we know the names
of ail their main authors and the members of preparatory committees.
The collection of documents presented in this publication is thus
a remarkable source of special importance to the study of Czechoslovak
science in the twentieth century. It is highly relevant to various issues
including science policy, centralisation and science planning, Sovietisation
of Czechoslovak science, the relation of science and ideology, and also
to the research of independent development and conceptual changes
within particular areas of science during the
1950s
and
1960s.
The
material is unique in its extent, which presents a comprehensive view
of a broad spectrum of natural and technical sciences, and in presenting
a long-term prognosis, that is, in formulating a concrete long-term
vision based on a particular view of existing developments. This gives
us a unique insight into the way in which priorities were evaluated and
strategies implemented by leading representatives of science and ideology
who participated in the creation of these documents.

specially remarkable
in this context are the contemporary argumentation strategies used to
address the relation between basic and applied research, to discuss the
practical importance of science, the subjection of science to the needs
of ideology and the Communist Party, and the impact these considerations
had on concrete institutional and methodical measures.
