SUMMARY:
The correspondance established as a diplomatical habit,
between the representative of France in Romania and the ministry of
foreign affairs of that country, has had a great amount of repports
reserved to the debate of a certain topic,
-
respectively the status of
the jews in Romania
-,
especially those who lived in Moldavia and
who had to bear many difficulties in order to have a normal life, in
the second half of the XlXth century.
The romanian authorities were accused very
oñen
of making
discriminations and persecuting the Jewish community. This
particular problem should be analized in the specific circumstances
and changes that have happened in the romanian society and the new
historiographical direction born in the romanian culture at the end of
the XlXth century. The
patriotisme
and the national myth are
opposed to the antysemithisme and they form in an irreducible way,
a reaction considered justified in the eyes of the romanian
authorities, while talking about the conditions of a Jewish „invasion .
There are different acts that happened in Moldavia and
which were denounced by the
european
powers, but they were
denied by the romanian authorities or interpreted as isolated cases
without making any kind of generalization. The restrictive legislation
promulgated was presented as a defensive element and corelated
with the „national conservation . There was a manifestated fear
about the Jewish „invasion . The inconsistent attitude of the
authorities who decided in Bucharest
-
and who proclamed the
tolerance as a principle but they didn t always apply it
—
had a
powerful blow on the image of Romania abroad.
The Jewish question brought about a series of inconveniences
since its official proclamation, which had taken place once the
Constitution of Romania was adopted, in
1866.
This liberal adopted
law had an article

which stipulated that only the Christian
foreigners had the possibility of becoming romanian citizens. This
significant moment is the beginning of a tourmented period in
Romania s history, and since
1866
there were in different periods of

time, moments of violent outburst, discriminations and expulsions of
Jewish people, after the elaboration and promulgation of restrictive
laws elaborated by the
romanian
authorities. In this way, the jews
began to be known as
„proscrits
and
„apatrides ,
which meant that
they were not wellcomed and they were people without a country.
By the social and economical position that the members of
the Jewish community had acquired, the
romanian
political elite,
pointed out that this population represented a danger for the
romanian
nationality in the „century of the nationalities (XlXth
century) birth of and of the national consciousness. The
romanian
politicians explored at best the problem related to the jews and they
have instigated the population to making
irresponsable
acts such as
destruction, pillage and setting on fire of different religious
establishments or the houses and the
magasins
belonging to the jews.
This excuse was also used as a propaganda in electoral campaigns or
purposes or as a political program in order to keep the power. At the
same time, it was applied in order to distract the population from its
frustrations, which were related to their life level and the lack of the
most necessary things. The
romanian
political elite had a very
significant role in spreading and the development of incidents
concerning the jews, by manipulating the masses.
The cases in which many personalities (such as Cremieux,
Peixotto, Levy brothers etc.) or different institutions or organisations
(The Universal Jewish Alliance etc) were involved in facilitating the
life conditions of the
romanian
jews, are many, but in spite of all the
external
pressions
that the
romanian
authorities considered to harm
the large autonomy of the country, the proper solution didn t appear,
so the Jewish question caused many unpleasant moments. These
incidents had at the same time internal and external implications,
reactions and consequences.
The jews
-
fighting for their civil and political rights in
Romania
-
had won an important battle at Berlin
(1878),
where the
recognition of Romania s independence was conditioned by this
aspect. After the recognition of Romania s independence
-
acquired
with many human and material losses and damages
-
and the
revision of the 7th article of the Constitution
-
which was the
condition of the Treaty of Berlin
-,
the jews have acquiered the hope
to naturalisation and becoming
romanian
citizens, but in order to do

that, they had to pass over a very difficult process of administrative
matters and formalities in the new constitutional environment. Thus,
the victory that the jews have won, proved to be a less victory
because they had many difficulties to overpass.
In order that Romania become an independent state fully
recognised
-
after an insufficiently justified adjournement
-
she
agreed to emancipate a few Jewish groups
-
very good analysed and
which were very usefull to the developement of the country
-,
but
even though,
untili
the World War I, the jews that became
romanian
citizens were very few, an insignificant number. Having many
administrative problems to overcome and being encouraged by the
Universal Jewish Alliance, a great deal of the jews decided to
emigrate in the USA, but also western Europe.

had a significant contribution to a better knowledge about the Jewish
question during the XlXth century, allowing us to discover

by very
well written reports
-,
to witness many abuses, a deficient and
prohibitive legislation, unfortunate incidents, interventions,
pressions,
compromises etc.
