SUMMARY
This dissertation analyses the police security and intelligence system of the Indepen¬
dent State of Croatia
(1941-1945).
A legal directive enacted on
4
May
1941
established
the Directorate of Public Order and Security (known in Croatian as RAVSIGUR) as the
regular police institution of the Independent State of Croatia, (better known under its Cro¬
atian acronym NDH), and
Eugen
Dido Kvaternik became its director. RAVSIGUR was
established to ensure consolidated organisation and operations for all police districts in the
NDH, with the task of exercising supreme oversight of police officials of all professions.
RAVSIGUR was a department of the Ministry of Internal Affairs, and its jurisdiction
encompassed the formation and organisation of all police districts in the country, exercise
of supreme police oversight authority, with the exception of settlement of appeals, central
political and criminal investigations, social matters inasmuch as they came under police
jurisdiction, railroad and border policing, oversight of all police personnel in terms of du¬
ties and evaluations, accommodation of state police districts, institutions, departments,
maintenance of buildings occupied by the police, police armaments, uniforms and equip¬
ment, professional police training and management of police funds.
RAVSIGUR was obliged to cooperate in all public security matters with the Usta-
sha Supervisory Agency. RAVSIGUR was formally under the authority of the Ministry
of Internal Affairs, but actually it was directly answerable to Ante
Pavelić,
since the latter
personally appointed its director. Dido Kvaternik simultaneously began to create a sepa¬
rate and independent Ustasha police force, called the Ustasha Supervisory Agency
(UNS).
The Ustasha Supervisory Agency, which was the special police was established to oversee
and control the operations of regular policing bodies and all other institutions in the NDH.
Both of these most important police institutions in the NDH mutually complemented and
enhanced each other, which to a certain degree contributed to their formal unification at the
beginning of
1943
into the Supreme Directorate of Public Order and Security (GRAVSIG-
UR).
One of the principal reasons for the establishment of this security and intelligence sys¬
tem, its reinforcement and the creation of a series of other police centres was the strength¬
ening of the Partisan movement. Due to

which were a severe blow to the newly-established state, Croatian ter¬
ritory was divided, and south of the German-Italian demarcation line into three zones,
both the Partisan and Chetnik movements broke out in the NDH. A particular problem
confronting the work of police and intelligence services was that the territory of the NDH
was covered by networks of other, generally unfriendly intelligence services that had to be
detected, observed and neutralised.
