SUMMARY
Wacław Kostek-Biernacki
is commonly associated with an outright law violation
and power exercising abuse on opposition politicians imprisoned in
1930.
These events
took place predominantly in the area of a the so-called special division of the Military
Remand Prison in Brest by the Bug river, and Biernacki was nominated the then com¬
mander of the division . Written accounts of his participation in bloody accidents in
Cracow, which occurred in autumn
1923
and the links to the functioning of the Bereza
Kartuska
detention camp were more rarely presented. The references to power abuse in
political life stipulate the fact that during the
internar era
as well as presently he has
been the most severely assessed person of the governing authority in the Second Polish
Republic. This concerns not only the opinions unfavourable or hostile to Piisudski s
allied camp.
Władysław Pobóg-Malinowski,
a historian explicitly expressing his adher¬
ence to this camp, has found only one single epithet describing the person: a primitive
man. The political and military biography of Kostek-Biernacki does not relate exclu¬
sively to the apparently significant case of Brest. Namely, his curriculum was very
complex. He participated in many important events and transformations between
1905
and
1939
with his part often being of major significance.
The Kostek-Biernacki s biography includes the experience of a Polish Socialist
Party activist, an active participant of the
1905-1907
revolution under the Russia ruling,
a member of the Union of Active Struggle and the Riflemen s Association as well as
one of the military action pioneers initiated by
Józef Piłsudski,
a legionnaire during the
First World War and the first chief of the division gendarmerie, which later transformed
into the First Brigade and
a Beniaminów
prisoner after the oath crisis. In the resurged
Poland, he was awarded the WP colonel degree, holding a long-term
Nowogródek
and
Polesie
voivodeships office. In September
1939,
he exercised the post of the Chief
Civil Commissar by the Commander in Chief and following the defeat he was a refuge
to Romania. Having returned to the homeland in
1945,
he became a long-term political
prisoner sentenced to death in
1953,
although, ultimately, not executed.
Since the legionary period, Kostek-Biernacki played a special role in the
Józef
Piłsudski
allies group, despite his alienation presumably resulting from his psyche and per¬
sonality. At the same time, he thoroughly identified himself with the group values, which
would be concisely referred to as the fidelity to imponderables . One can assert that his
biography was influenced equally by his adherence to those values as well as proving this
adherence by giving consent to violence for the sake of the values protection.

The first part of this summary provides a description of the period, which Kostek-
Biernacki devoted to struggle against the invaders as well as to the military
(1884-1931).
The first chapter encompasses the initial school period experience of a political nature,
the Polish Socialist Party operations engagement in the period of the
1905-1907
revolu¬
tion, up to the paramilitary action participation on the territory under the Austrian rule. It
was assumed that the unifying objective of those activities was their anti-Russian char¬
acter. Later on, also for Kostek-Biernacki was Russia- in its Bolshevik version
-
one of
the most important pejorative points of reference, although it would later cease to be the
a predominant determinant of his undertakings. The second chapter constitutes a recol¬
lection of his military service during the years
1914-1918,
which was, conventionally
speaking, located in
Legiony.
The chapter, however, encompasses the time period from
the firemen s mobilizstion in the Cracow Oleanders to the stay in the Benjamin s camp
and a few-month episode in the Polish Military Organisation services. The most com¬
prehensive subchapter has been devoted to a controversial episode of the gendarmerie
leadership in summer and autumn
1914.
For Kostek-Biernacki, the first years of inde¬
pendence and the entire decade of the 20 s were commissioned to the Polish Military
service. The third chapter discusses the matter. The interesting and eventful military
service has been retraced in their chronological order, with a more in-depth insight into
two most controversial episodes, i.e. the participation in the so-called Cracow events
of
1923
and commanding the special department of the Military Remand Prison no.

in Brest by the Bug river in
1930.
The second issue as well as its consequences are
principally the subject of the final subchapter.
The period of holding the
Nowogródek
voivode
office and above all
Polesie
voivode
service has been described in the second chapter. The 30 s are of particular significance
to the biography of Kostek-Biernackiego for a couple of reasons. From the purely
chronological point of view, the
Polesie
voivode
office was the longest one held in the
internar era
(1932-1939).
That was how he managed to reach the top of his career,
excluding a several-day episode in September
1939
r. Kostek-Biernacki appeared in
the 30 s as one of the most conspicuous
voivode
together with
Henryk Józewski
and
Michał Grażyński.
The
1931-1939
period has been presented in a problem-focus mode,
since it is difficult to determine, within this period, a clear-cut caesura, which would be
perceptible in the most important spheres of the then undertakings of Kostek-Biernacki.
The fourth Chapter deals primarily with the means applied upon adapting to a new situ¬
ation of the civil service. Hence, the one year
voivode
office period in
Nowogródek,
which appeared to be a vantage point in his administrative activities, has been discussed.
Another subchapter, being the first one related to
Polesie
aims at drafting his undertak¬
ings in most relevant matters, such as pro-internal security operation, national and social
politics. It has been conceded that the above mentioned background had contributed to
a specific manner of the dependent territories administration. The broadest fifth chapter
discusses the main issues which Kostek-Braniecki tackled during his seven-year stay in
Polesie
Voivodeship. The
Polesie
programme title is a formal denotation deterimined
in historiography as
Wołyńi
programme realised simultaneously by
Henryk Józewski.
The term applied herein is of a conventional character, since it had most probably never
been used by Kostek-Biernacki. The

subchapter examines extensively the activi-

ties undertaken in order to combat antigovernment operation. In the realm of
Polesie
voivodeship in the 30 s, however, these, above all, implied communist activity coun¬
terbalance. The depiction of Kostek-Biernacki s attitude towards the nationalism issue
covered in the
5.2
subchapter, hinges upon the ethnic classification referred to
Polesie
Voivodeship by the Polish administration. His relation towards other questions has been
discussed in the
5.3
subchapter. The final chapter of the second part has been dedicated
to issues which, despite their indirect reference to Kostek-Biernacki s
voivode
duties,
do not concern the theme of
Polesie.
Namely, it discusses the Kostek-Biernacki s par¬
ticipation in establishing and functioning of the so- called place of seclusion in Bereza
Kartuska
and moreover it is an attempt to define the role he performed within the sanita¬
tion movement elite.
The third part encompasses primarily the time when the Kostek-Biernacki s active
politician role had initially been totally marginalised and subsequently utterly quashed.
His role became, in turn, a target for spheres eager to discredit the sanitation move¬
ment. The first subchapter of the seventh chapter, however, discusses the short period
of his career peak, when he took the office of the Chief Civil Commissar beside the
Commander In Chief in September
1939.
The few-year stay in Romania has been sub¬
ject to the following subchapter. The communist repression which Kostek-Biernacki
fell prey to in
1945
constitutes the eighth chapter content. Of an apparent interest is
the complex several-year investigation record, which was launched against the former
voivode
as well as the retrospection of his demeanour during his ten-year imprisonment.
Moreover, the separate subchapters discuss the circumstances of his return to homeland,
the idea of putting him in the role of a defendant and a witness as well as the ultimate
trials in
1953
which he participated in.
Kostek-Biernacki spent almost seventeen years in prisons, camps and places of
internment. He was subject to Russian, Kaiser German, Romanian and homeland com¬
munist repression. They were even the authorities of Independent Poland who temporar¬
ily deprived him of liberty. The Independent Poland, which, paradoxically, seemed to
be the ultimate and key focus of his political life. Regardless of the most controversial
biographic episodes evaluation, it is beyond any doubt that the independence and
autonomy of his homeland and nation constituted the top priority. Unquestionably, he
became a figure connoting brutality of his political background. The episodes of the
1939
biography part certify his aptitude to perform this task.
