NON-GOVERNMENT
ORGANIZATIONS IN THE REGION
OF
PŁOCK
DURING GOVERNMENT
TRANSFORMATIONS IN THE POLISH
REPUBLIC
Community work has been known for centuries. Understood and practised
in various ways, it has always been important for the functioning of states and so¬
cieties. As for the civil society, it may be rightly claimed to be its foundation. The
degree of community self-government, as well as the manner of tackling com¬
munity s „own matters in cooperation with public administration, is indicative
of the level of civil activity in a state. Contemporary democratic states, economi¬
cally based upon free market, are characterized by regular interaction between
public administration and the so-called third sector. Since the early
1990s,
the
Polish Republic has been going through substantial social, political and economic
transformations, in two latter cases defined by its entering the NATO and
EU
structures. The question arises, however, whether social transformations in Poland
are bound to be complete and beneficial. Are Polish citizens aware and legitimate
members of the civil society? Have structural and functional features of the civil
society developed and become established all over the country? What is the level
or activity for community causes in
Płock
and its region?
The present monograph attempts to provide answers to these questions. It
is the outcome of many years of studying the analyses of activity for community
causes by Polish and foreign (European and American) experts, source material on
non-government organizations, legal acts defining their status and functioning,
or, finally statutes as well as statistical and financial documentation of the organi¬
zations considered here. Of some importance is also the author s own personal
experience in the field of activity for community causes as well as his interviews

with the representatives of local and central government, including lower officials
of the former.
Community work is presented here in the historical, legal/institutional and
problem perspective. The historical approach has been applied for the sake of
defining the beginnings of community work and explaining the notion of „the
Land of
Płock .
The legal/institutional analysis has been used for the examina¬
tion of legal foundations of non-government organizations, forms of their activity
and funding. The problem approach has been found appropriate for attempting
the substantive characterization of non-government organizations in the Land of
Płock,
with a special stress on voluntary organizations in the category of educa¬
tion, social welfare and the promotion of local environment, as well as on compar¬
ing the organizations belonging to the same category. The monograph has been
divided into thematically independent chapters, which, nevertheless, are integral
parts of the whole study.
The main topic of Chapter One is the definition of the basic idea of non¬
government organizations in the context of definitions and terminology func¬
tioning in international relations and in Poland. Categories of organizations have
been characterized here, also from the perspective of the Polish law. Features and
functions of non-government organizations, as well as their legal foundations,
have also been outlined. Finally, the assessment of their role in contemporary in¬
ternational relations, along with the description of their cooperation with the
EU
institutions, has been attempted.
Chapter Two has been devoted to voluntary activities for community causes
undesrtood as the foundation of the civil society. The idea and purposes of volun¬
tary activities for community causes as well as the historical evolution of philan¬
thropy, constituting the basis of numerous social approaches, have been discussed
here. Also, the problems of government transformation and its influence upon
the development of non-government organizations in Poland have been consid¬
ered, along with the legislation process in the field of legal regulations concern¬
ing the cooperation between non-government organizations and organs of public
administration. In the conclusion, the general assessment of the role and tasks of
voluntary organizations, as well as of me responsibilities of the persons in charge
of such organizations, has been provided.
In Chapter Three, non-government organizations in the Land of
Płock,
di¬
vided into categories according to the organizational form, place and type of ac¬
tivity, have been presented. In the introduction, the notion of the „Land of
Płock
has been explained, to be analysed later from the historical, geographical and
administrative perspective (the cultural and religious one having been considered
only marginally). In this chapter, sources of funding non-government organiza¬
tions, with a special stress upon funding non-government organizations in the
Land of
Płock,
have also been discussed.
Chapter Four is devoted to the characterization of selected non-government
organizations in the Land of
Płock.
The presentation of three groups of non¬
government organizations has been attempted, and, consequently, voluntary or¬
ganizations in the category of education, social welfare and the promotion of local

environment have been discussed. Such an arbitrary selection hardly allows for
the full description of the scope of activity of non-government organizations, so
this presentation should be treated only as an initial step towards the characteriza¬
tion of voluntary activities for community causes developed by the inhabitants
of the Land of
Płock.
In this chapter, the activity and evolution of the aforemen¬
tioned organizations have been described, on the basis of statistical data available,
and the comparison between the organizations belonging to the same category
has been attempted.
Chapter Five concerns the cooperation between non-government organiza¬
tions and public administration and other organizations, including the ones from
abroad. For the sake of the presentation, the analytic material accumulated in
the course of interviews with the representatives of local and central government
and other persons, press publications and data from the archives of selected non¬
government organizations have been partially used.
In Chapter Six, the assessment of the activity of non-government organiza¬
tions has been attempted, conclusions from the analysis of voluntary activity for
community causes formulated, and potential consequences of the uncontrolled
development of non-government organizations shown. The questions concerning
the possibilities and prospects of mergers of the organizations similar in terms of
the statute have also been raised. The chapter, as well as the whole dissertation, is
supplemented by the annexes, i. e. relevant documents and analytic aids.
The author is aware that this publication does not embrace all the prob¬
lems concerning non-government organizations in the Polish Republic and in the
Land of
Płock.
Considering the wide scope of analysis and dynamics of transfor¬
mations, it may be only an attempt at approaching this complex set of questions,
with a special stress on the organizations functioning in the Land of
Płock.
This
analysis may be of considerable importance for anyone involved with the activity
of non-government organizations, especially in the Land of
Płock,
both on the
theoretical and practical level. Getting to know the mechanisms and means of
activity of non-government organizations, in cooperation with local government,
may contribute to the strengthening of their role in the Polish society, which as¬
pires to the name of the „civil one.
