EXPRESSIONS DOMINATE THE PUBLIC DEBATE ABOUT THE FUTURE OF ECONOMIC
DEVELOPMENT IN THE WORLD AND ON THE NATIONAL LEVEL - GLOBALISATION AND
SUSTAINABILITY - BUT THERE HAVE NOT BEEN MANY ATTEMPTS TO BRING THESE
ISSUES TOGETHER. THE AIM OF THIS PAPER IS TO CONTRIBUTE TO THE
CLARIFICATION OF THE INTERDEPENDENCIES OF GLOBALISATION AND
SUSTAINABILITY AND THEIR EFFECTS ON GOVERNANCE. SPECIAL ATTENTION WILL
BE PAID TO THE REGIONAL LEVEL. RESULTS MAY BE SUMMARISED BY THE INSIGHT
THAT GLOBALISATION IS NOT AS THREATENING FOR THE NATIONAL AND REGIONAL
ECONOMIC DEVELOPMENT AS PUBLICLY DISCUSSED BUT THE RECONSIDERATION OF
POWER BETWEEN GOVERNMENTAL LEVELS BECAUSE GLOBAL DEVELOPMENTS NEED
GLOBAL GOVERNANCE. SUSTAINABLE DEVELOPMENT VERY MUCH DEPENDS ON
FUNCTIONING INSTITUTIONS WHICH PROVIDE THE CRASH BARRIERS FOR
GLOBALISATION: FAIR COMPETITION, DISTRIBUTION, AND SETTING THE REAL
ENVIRONMENTAL PRICES, THE GOVERNANCE ON THE REGIONAL LEVEL BECOMES MORE
IMPORTANT IN ORDER TO CREATE ADEQUATE CONDITIONS FOR ECONOMIC AND
ENVIRONMENTAL DEVELOPMENT IN THE FRAME OF SUSTAINABILITY AS FAR AS ITS
FACTUAL INFLUENCE REACHES. CONSEQUENCE IS THAT A NEW UNDERSTANDING OF
THE ALLOCATION OF POLICY TASKS TO CERTAIN LEVELS OF GOVERNMENT IS
REQUIRED.
